Int. 7/20/04RESOLUTION NO. 951 A RESOLUTION IN SUPPORT OF THE COLORADO RENEWABLE ENERGY STANDARD WHEREAS, Crty of Boulder residents will most likely be vohng on a Colorado Renewable Energy Standazd m the upcommg state-wide November 4 elechon, and WHEREAS, a State Renewable Energy Standazd will help provide clean, affordable and rehable elecmcity for Crty of Boulder residents and busmesses, and is especially important to the qual~ty of our air and environmental health, and WHEREAS, City of Boulder residents have tradrtionally supported programs that reduce air polluhon; and WHEREAS, Colorado currently produces less than 1 percent of its electncity from renewable sources, and is m the top 12 states for wind potential, top five for solaz and geothermal potenhaT, and has strong biomass potential (accordmg to the Narional Renewable Energy Laboratory); and WHEREAS, a State Renewable Energy Standazd will provide relief for Colorado's struggluig agncultural communrties, hazd-hrt by the drought, as ranchers and fanners will have an opportututy to lease land for wind and mcrease use of biomass fuel, and WHEREAS, dependence on unstable foreign oil remmds us of the need for a diverse energy portfoho and a shift away from non-renewable energy sources; and WHEREAS, m May 2002, Crty Council adopted a Kyoto Resoluhon, followmg the Unrted Nations Protocols, and established a goal to reduce the emissions of greenhouse gases m the city of Boulder by seven percent below 19901evels; and WHEREAS, m August 2001 the Boulder Valley Comprehensive Plan was updated to mclude specific pohcies aimed at reducmg azr pollution, mcreasmg the use of renewable energy m the commumty, and hmiting growth in the use of all non-renewable energy resources. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CTTY OF BOULDER,COLORADO. Sechon 1. Council hereby declares rts support for the Colorado Renewable Energy Standard, proposed for the 2004 state-wide ballot, to require utilities to mcrease the percentage of electncity denved from renewable energy sources Sechon 2 The City Manager is hereby directed to consider the responses of Boulder voters to the Standard m the state-wide November 2004 elecUon m determmmg and implementmg futwe energy programs and mihahves Section 3 The City Manager shall consider the input from local and regional supporters of the Colorado Renewable Energy Standazd when seeking mfonnahon and feedback on future energy programs and imhahves APPROVED this ,~` day of ~~2004 -~- ~~ti ~ Mayor ATTEST: a Crty Clerk on behal of the Director of Finance and Record
