A RESOLUTION IN SUPPORT OF THE
REGIONAL TRANSPORTATION DISTRICT'S
FasTracks Ballot Initiative
WHEREAS, The City of Boulder and the Regional Transportahon Dismct (RTD) shaze a commitment to
hansu alternahves for cihzens across the Denver Metropohtan Reg~on, and,
WHEREAS, Mee[~ng the vazied transit needs for ciUzens wuhm RTD's ~unsdict~on entads the prov~sion of
a spectrum of transu services, mcludmg local , reg~onal bus sernce, Bus Rapid Transit (BRT) as well as
further investments in rail technologies, and commuter b~keways, and,
WHEREAS, RTD has recogmzed the value of worlnng m partnersh~p wiih local commumties to resolve
the~r transrt concerns and has comm~tted conunued support to the current and future Boulder County
Commumty Transit Network (CT'N) , and,
WHEREAS, The C~ty of Boulder has a nch trad~hon of uansu mnovahon m partnersh~p w~th RTD,
mcludmg ~omt developmen[ oF the Eco-pass program, bike rack mstallahons, the C1'N routes of the SKIP,
JUMP, BOLJND, DASH, STAMPEDE, BOLT/LOBO and the HOP shuttle bus serv~ce, and,
WHEREAS, Boulder's conanumg mvesvnent of local financial resources for the Boulder Transrt VIIlage,
C1'N transit serv~ce, iransit operahonal improvements and transit stop amemhes is substanUve ev~dence of
our commumty's enthusiasm for Vansit, and,
WHEREAS, Boulder's Transportahon Mas[er Plan (TMP), calls for add~uonal CTN local transu sernces
and an mcrease m regional bus serv~ce to hm~t the growth m vehicle nules of travel and accommodate
mcreased m-commuhng by a growmg employment workforce, and,
WHEREAS, the Boazd of Directors of the Reg~onal Transportahon Dismct, on Apn122, 2004, formally
adopted a ma~or regional trans~t plan known as "FasTracks" and approved final ballot language for the
FasTracks muiaUve,and,
WI-IEREAS, the Denver Regonal Council of Governments, as the des~gnated metropol~tan plamm~g
organ~za[wn, has completed i[s rev~ew of [he FasTracks plan and concluded rt is both techmcally and
fiscally sound, and,
WHEREAS, the sa~d plan wIll requue voter approval m November, 2004, for ~mplementat~on of a four
tenths of a cent sales ta~c mcrease to enable the development of the proposed trans~t system, and,
WHEREAS, the region w~de FasTracks program w~ll
• offer transportatwn cho~ce to all residents of the Denver metropol~tan region,
• generate roughly 1QOOO~obs (8,000 consWC[wn~obs and 1,200-1,800 operahons ~obs), and
• create an oppor[umty for Transrt Onentated Development and potenhal mcrease m property
values,and,
WHEREAS, mcreased transpor[auon cho~ce and reduced congestion on the reg~onal comdors to Boulder
will support the local economy and have long-term econonuc benefits ro Boulder residents, and,
WHEREAS, RTD has a well-demonstrated h~s[ory of developmg proJec[s w~thm the~r proJec[ed budgets
and time schedules, and the RTD trans~t pro~ects have consistently attracted ndership levels faz beyond
pro~ecuons and md~catrve of strong publ~c appreciation and approval, and,
WHEREAS, The FasTracks Plan offers a serv~ce package that will mcrease bus trans~t service by 1 percent
a yeaz until 2020 and by 1 and Yz percent a yeaz m the followmg yeazs, and,
WHEREAS, The FasTracks Plan supports the results of the Ma~or Investment Study (MIS) for the US 36
comdor by committmg $791 4 milLon to ~mplement a balanced package of muldmodal improvements m
the corndor, mcludmg bus rapid transit, commuter rail, HOV lanes, and a commuter b~keway,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOULDER,
COLORADO,THAT
1) The Boulder City Council supports the FasTracks Plan and encourages the citizens of Boulder and the
Denver Region to vote m support the FasTracks Plan,
2) The Boulder Ctty Council supports the four-tenths of a cent sales tax increase to expand trans[[ in
Boulder and the region and encourages the citizens of Boulder and the Denver Region to vote in support of
the four-tenths of a cent sales tax increase, and
3) The Boulder City Council continues to strongly urge the Regional Transportation Distract to commit to
• the long-term continuaGOn of the Eco Pass, CU Student Pass and Neighborhood Pass "group
pass" structures with suppomng pncing that does not price the "Eco Pass" out of reasonable
existence
• Support the local, high-frequency transit network to function at 10-minute frequencies from lam
to 7pm, mcludmg the HOP, SKIP, Short JUMP, BOUND, STAMPEDE, and eventually the LEAP
and ORBIT
• Support Boulder County suburb-to-suburb, unique identity services mcludmg the DASH, BOLT,
Long JUMP, and 95th/96th Street Servrce at a 20-minute frequencies
