HomeMy WebLinkAbout946 - SUPPORTING the Boulder Business & Community Leaders Forum: Saving Energy, Saving Money, MeetinRESOLUTION NO 946 A RESOLUTION IN SUPPORT OF THE COMMUNITY LEADERS FORUM TO DISCUSS ENERGY AND GREENHOUSE GAS EMISSIONS ISSUES FOR BOULDER WHEREAS, the City of Boulder has a long history of protectmg and enhancmg environmental quality m the City; and WHEREAS, m January 2004 City Council members reaffirmed their commitment to environmental sustamabilrty as one of four major Council policy goals; and WHEREAS, the C~ty parCicipates m the Cit~es for Climate Protection campaign and is developmg a greenhouse gas em~ssions mventoiy for the Crty, and WHEREA5, m December of 1997, m Kyoto, Japan, the Parties to the Umted Nahons Framewark Convenrion on Climate Change developed Protocols to reduce the emiss~ons of greenhouse gases by seven percent below 19901evels, and WHEREAS, m May 2002, City Council adopted a Kyoto Resolution following these Protocols, and estabhshed a goal to reduce the emissions of greenhouse gases m the City of Boulder by 7 percent below 19901evels; and WHEREAS, eighty-one percent of Boulder res~dents believe that reducmg air pollut~on is ~mportant m improvmg the quality of life m Boulder, accordmg to the results of a 2001 survey; and WHEREAS, m August 2001 the Boulder Vailey Comprehensive Plan was updated and mcludes spec~fic pohcies related to global chmate change and energy use a~med at reducmg air pollution, mcreasmg energy eff~ciency and conservation, mcreasmg the use of renewable energy m the commumty, and hmitmg growth m the use of all non-renewable energy resources; and WHEREAS, the Boulder Valley Comptehensive Plan requires the City to accommodate new growth by an overall per capita decrease m energy use; and WHEREAS, there is mcreasing scient~fic ev~dence that carbon dioxide (COZ) and other greenhouse gases released mto the atmosphere w~ll have a profound effect on the Earth's chmate, mcreasmg the risk to mumcipal governments from mcreased extreme weather events, changmg ramfall and crop productivrty patterns, and migrarion oP mfectious diseases, and WHEREAS, local government achons taken to reduce greenhouse gas emiss~ons through mcieased energy efficiency, ieduced vehicle miles traveled, and waste reduchon can provide many local benefits by decreasmg a~r pollution, creahng ~obs, extendmg landfill l~fe, and reducmg energy expenditures for the City, ~ts busmesses and its residents; and WHEREAS, the Council intends for the Ctty to take a leadership role in increasing energy efficiency and reducing greenhouse gas emissions from municipal operations; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO Seaton 1. Counctl hereby declares its support for the Community Leaders Forum, scheduled for May 20, 2004, to allow for community discussion and involvement m energy efficiency, energy policy, and greenhouse gas emissions reductions programs, m direct support of a Local Action Plan for Greenhouse Gas Emissrons Reductions, the Boulder Valley Comprehensive Plan and the Council's Environmental Sustamabilrty Goal Section 2 The Ctty Manager is hereby directed to assist with planning and promotion of the Community Leaders Forum: Saving Energy, Saving Money, Meeting Kyoto Targets. Section 3. The Ctty Manager shall incorporate the meaningful dtscusston and involvement from the Community Leaders Forum m a Local Action Plan for Greenhouse Gas Emissions Reductions.
