Item 2 - 4.3.2017 LB meeting minutes - DRAFT CITY OF BOULDER LANDMARKS BOARD April 5, 2017 Chautauqua Community House, 900 Baseline Rd. 6:30 p.m. The following are the action minutes of the April 5, 2017 City of Boulder Landmarks Board meeting. CALL TO ORDER The roll having been called, Chair D. Yin declared a quorum at 6:32 p.m. and the following business was conducted. 2. OATHS OF OFFICE FOR NEW BOARD MEMBERS J. Hewat swore in newly-appointed Landmarks Board member W. Jellick and re- appointed Landmarks Board member F. Sheets. 2. APPROVAL OF MINUTES On a motion by D. Yin, seconded by F. Sheets, the Landmarks Board approved (5-0) the minutes as amended of the March 1, 2017 Landmarks Board meeting minutes. 3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA Lisa Spalding, 1135 Jay St., spoke in support of the University Hill Commercial District National Register Nomination, noting her experience as a founding member of the University Hill Neighborhood Association, which promoted revitalizing the commercial district to serve a broader population. John Pavelich, 540 Manorwood Ln., Louisville, property owner of 1127 Broadway, spoke in opposition of the University Hill Commercial District National Register Nomination, due to the additional layer of review now or in the future. 4. [15:30:00 audio minutes] Public hearing and consideration of a demolition permit for the buildings located at 3131 7th St., non-landmarked buildings over 50 years old, pursuant to Section 9-11-23 of the Boulder Revised Code, 1981 (HIS2016- 00325). Owner / Applicant: Margaret Freund / Ed Byrne Ex parte contacts R. Pelusio, F. Sheets, D. Yin, and H. Zuckerman had no ex parte contacts. W. Jellick made site visit. E. Budd made site visit and serves on the Better Boulder steering committee with the applicant, but they have not discussed the case. Staff Presentation M. Cameron presented the case to the board, with the staff recommendation that the Landmarks Board issue a stay of demolition. Applicant’s Presentation Ed Byrne, 250 Arapahoe Ave., spoke in support of a demolition permit application and answered questions from the Landmarks Board. Public Comment Mildred Benshoof, 215 Sunland St., Louisville, owned the house for 53 years before selling it to the current owner. She spoke in support of demolition due to the health issues due to mold and the deteriorating condition of the building. Motion On a motion by F. Sheets, and seconded by R. Pelusio, the Landmarks Board voted (5-0) to issue a stay of demolition for the house and accessory building located at 3131 7th St., for a period not to exceed 180 days from the day the permit application was accepted by the city manager, as adjusted by the Tolling Agreement, adopting the staff memorandum and the findings listed below, in order to explore alternatives to demolition. A 180-day stay period would expire on August 13, 2017. B. [01:01:19 audio minutes] Public hearing and consideration of a demolition permit for the building located at 1321 9th St., a non-landmarked building over 50 years old, pursuant to Section 9-11-23 of the Boulder Revised Code, 1981 (HIS2017- 00059). Owner / Applicant: Thomas and Caroline Hoyt Ex-parte contacts R. Pelusio and H. Zuckerman had no ex parte contacts. W. Jellick made a sit visit. D. Yin reviewed this in LDRC. E. Budd reviewed this in LDRC, made a site visit, during which he saw Waylon Lewis. They did not discuss the case. F. Sheets reviewed the application at an LDRC meeting in 2015 and passes by the property regularly. Staff Presentation M. Cameron presented the case to the board, with the staff recommendation that the Landmarks Board issue a stay of demolition. Applicant’s Presentation Tom and Caroline Hoyt, 1315 9th St., owner/applicant, presented the project to the board and answered questions from the Landmarks Board. Public Comment Waylon Lewis, 838 University Ave., addressed the board, stating that his interest was in retaining the historic character of the block and was generally curious about the review process. He did not specifically speak in support or opposition of the application. Motion On a motion by E. Budd, and seconded by W. Jellick, the Landmarks Board voted (3-2, W. Jellick and R. Pelusio opposed) to issue a stay of demolition for the house located at 3131 7th St., for a period not to exceed 120 days from the day the permit application was accepted by the city manager, adopting the staff memorandum and findings, in order to explore alternatives to demolition. A 120-day stay period would expire on July 12, 2017. 6. MATTERS FROM THE LANDMARKS BOARD, PLANNING DEPARTMENT, AND CITY ATTORNEY [audio part 2 at 00:0:00 to 01:46:00] A. University Hill Historic District, National Register of Historic Places Nomination presented by J. Hewat. B. Update Memo The board agreed to nominate 800 Arapahoe Ave., 603 Highland Ave. and 1537 Pearl St. for historic preservation awards. 7. DEBRIEF MEETING/CALENDAR CHECK 8.
