A RESOLUTION RECOGNIZING
A CREATIVE DISTRICT IN NORTH BOULDER
THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO, HEREBY
FINDS AND RECITES THAT:
A. Since its founding, Boulder has attracted visual artists, poets, performers,
writers, musicians, designers, and creative people of all kinds as a beautiful, inspiring,
and supportive place to live, practice their craft, and prosper in the business of their art.
B. Boulder's Community Cultural Plan, adopted by City Council on
November 17, 2015, articulates a vision for culture in which the community calls on the
City government and all cultural leaders to "craft Boulder's social, physical, and cultural
environment to include creativity as an essential ingredient for the well-being, prosperity,
and joy of everyone in the community."
C. The Community Cultural Plan directs the city to address key community
priorities for culture including to "create a supportive environment for artists and creative
professionals, while fostering innovative thinking and leadership among them", to "focus
on the expression of culture and creativity in the public realm through public art, the
urban landscape, culture in the neighborhoods, and serendipitous encounters with the
arts", and to "[ajmplify the vibrancy of Boulder's cultural destinations: the lively mix of
museums, performance venues, events, districts, studios, maker spaces, and other
facilities that make Boulder an enticing place to visit, live, play, and work."
D. The Community Cultural Plan recognizes that the use of "creative
districts" by municipalities across the United States has proven to be an effective tool to
support creative workers and businesses and the special role they play in the economic
and social resiliency of a community.
E. In tunes of uncertainty when the value of the arts may be called into
question or the livelihood of artists stands to be challenged by national events, local
government can act, through initiatives like this creative district designation, to declare
the fact that the values of the people of Boulder support the arts and the importance of
artists in our community.
F. The residents, workers, and business owners of the neighborhoods of north
Boulder have consistently demonstrated support for the activities and impacts of a
creative district, the recommendations for culture in the North Boulder Subcommunity
Plan, and the Community Cultural Plan.
G. The artists of north Boulder have organized themselves and formed the
"NoBo Art District Organization" that has been programming events, advocacy, and
place -making activities, which give the area the character and substance of a creative
district, founded in the grassroots efforts of those artists.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BOULDER, COLORADO:
Section 1. The areas in Boulder on Broadway north of Violet Avenue and all
abutting properties will be henceforth recognized as a creative district known as the
North Boulder Art District or NoBo Art District, a hub of creative industries and arts -
related businesses. And, that the NoBo Art District has an influence area in the
neighborhoods adjacent to the creative district itself, described in the Boulder Valley
Comprehensive Plan as the `North Boulder Subcommunity".
Section 2. The North Boulder Art District is distinguished by physical, artistic
and cultural resources that play a vital role in the quality and life of Boulder, including its
economic and cultural development.
Section 3. The North Boulder Art District enjoys a concentration of artistic
and cultural activity, arts businesses, and an area with arts and cultural activities.
Section 4. The North Boulder Art District is engaged in the promotional,
preservation and educational aspects of the arts and culture of the community and
contributes to the public through interpretive and recreational uses.
Section 5. City Council further supports the value of all City departments
working together on projects in the NoBo Art District that will support and promote the
purposes of a creative district as described in the 2015 Community Cultural Plan.
