CALL TO ORDER The roll having been called, Chair T. Plass declared a quorum at 6:04 p.m. and the following business was conducted. 2. APPROVAL OF MINUTES On a motion by T. Plass, seconded by L. Payton, the Landmarks Board approved (5-0) the minutes of the April 1, 2009 board meeting. 3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA No one addressed the board. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING 5. ACTION ITEMS LANDMARK ALTERATION: THIS ITEM WAS WITHDRA WN AND NOT HEARD A T THE MEETING. A. Public hearing and consideration of a Landmark Alteration Certificate to add dormers and construct a two-story, 1,100 sq. ft. rear addition to the 2,300 sq. ft. contributing house and to erect a one and one-half story, two-car garage; all at 707 1 Maxwell Avenue in the Mapleton Hill Historic District (HIS2009-00047). Applicants: Leonard and Janet Ashack B. Public hearing and consideration of a Landmark Alteration Certificate to rehabilitate and construct a two-story, 5,050 sq. ft. rear and side addition to the landmarked Temple-Bowron House at 1507 Pine Street, per Section 9-11-18 of the Boulder Revised Code (HIS2009-00062). Applicant: Craig Bundy, Architect, Owner: Clifford 1. Neuman Board members were asked to reveal any ex parte contacts they may have had on this item. T. Plass and L. Payton made site visits. L. May revealed no ex-parte contacts. L. Podmajersky reviewed a previous proposal at a Design Review Committee meeting and made a site visit. J. Spitzer received emails, made a site visit, and received one phone call from Vaida Daukantas who borrowed the staff memorandum, but they did not discuss the application. Applicant's Presentation Craig Bundy, 745 Jonquil Pl., architect for the project, spoke in support of the application. Public Hearing Sam Oltmans, 1619 Pine Street, spoke in opposition to the application as proposed. Jim Downton, 1515 Mapleton Avenue, spoke in opposition to the application as proposed. Grant Armstrong, 1519 Pine Street Unit 2, spoke in opposition to the application as proposed. Marian Armstrong, 1519 Pine Street Unit 2, spoke in opposition to the application as proposed. Jan Hittelman, 1527 Pine Street, spoke in opposition to the application as proposed. Alice Norton, 1543 Pine Street, spoke in opposition to the application as proposed. Vaida Daukantas, 1510 Mapleton Ave, spoke in opposition to the application as proposed. Abby Daniels, Historic Boulder, 1123 Spruce Street, spoke in opposition to the application as proposed. Motion On a motion by T. Plass, seconded by L. May, the Landmarks Board denied (5-0) the proposal for the rehabilitation and construction of a 5,050 sq. ft. rear and side addition to the landmarked Temple-Bowron House (as shown on landmark alteration certificate drawings dated 04.09.2009), in that it fails to meet the standards in Chapter 9-11-18 (a)(b, 1-3), B.R.C. 1981, and is not consistent with the General Design Guidelines, in that the proposed work will damage the historic character of the property. The board adopted the staff memorandum dated 5.6.09 as findings of the board. DEMOLITION C. Public hearing and consideration of a demolition permit for the building located at 1700 Bluff Street, per Section 9-11-23 of the Boulder Revised Code (HIS2009-00034) Applicant: Boulder Custom Homes, LLC. Board members were asked to reveal any ex parte contacts they may have had on this item. T. Plass revealed no ex-parte contacts. 2 L. Payton and J. Spitzer made site visits. L. May reviewed the project at a Design Review Committee meeting. L. Podmajersky made a site visit and reviewed the project at a Design Review Committee meeting. Applicant's Presentation Daniel Hersh, 1700 Bluff, owner, spoke in support of the demolition application. Public Hearing Claudia Naeseth, 1725 Bluff, spoke in opposition to the demolition application. Andy McDonald, spoke in support of the demolition application. Motion On a motion by J. Spitzer, seconded by T. Plass, the Landmarks Board approved (5-0) the issuance of a demolition permit for the building located at 1700 Bluff Street in that the property does not have historic significance, lacks distinction as a significant or unique example of intact architecture to the Sunset Hill area or the city of Boulder as a whole, per the criteria set forth in Section 9-11-23(f) B.R.C and the Individual Landmark Significance Criteria (1975).
