Agenda Item 2 – Approval of the 20 July 2015 Meeting Minutes [7:05 p.m.]
Motion to approve minutes from 20 July 2015 as presented.

Agenda Item 3 – Public Participation and Comment [7:07 p.m.]
Public Comment: None
Information Item 4 – Treated Water Distribution Monitoring [7:07 p.m.]
Michelle Wind and Suzanne Givler presented the item to the board.
Executive Summary from the Packet Materials:
The purpose of this Information Item is to update the Water Resources Advisory Board (WRAB) on the
city’s proactive efforts for treated water distribution system water quality monitoring and tools for
optimizing water quality in the distribution system. Staff is not requesting any WRAB action at this
time, but the item is intended to inform future recommendations including the capital improvements
program.
WRAB Discussion Included:
o Questions regarding vulnerability assessment Security and modeling recommendations
have been implemented
Comments regarding monitoring systems cannot monitor for everyt hing, but can provide
indicators for other issues in the system.
Agenda Item 6 – Matters from Board: [7:50 p.m.]
- Johnson
South boulder flood protection item presented to council – staff presented very well
and was well organized.
Repairs at Kossler Update
Reservoir is half full and the project is complete
Ballot initiative for pay as you go – if that measure passed, would it make a difference
on how developers and other users would behave?
Not anticipated to impact utilities since plant investment fees and system
improvements are already required.
- Smith
Weather and scouring of interceptor pipe – state of emergency with FEMA – rather
than taking budget money – are we getting FEMA dollars for repairs?
The classification of that damage provides future eligibility for FEMA
dollars, funding is uncertain, but may assist in getting funding.
- Squillace
The Northern Integrated Supply Project is open for comment. The city should be
watching this project and its potential effects on the city.

- South Boulder Creek – Council accepted mitigation plan – next steps discussed.
- WRAB application deadline 9/2/2015, interviews 9/8 and appointments 9/15
- Open house 8/20 for Bear Creek mitigation study
- Council updates and upcoming agenda items
- Bond ratings for wastewater bonds
- India visitors– utilities tour of facility this week
Beyer
- Update on Wastewater Collection System Master Plan and Stormwater Collection System
Master Plan
Questions regarding raccoon proofing for the MS4 permit
Questions concerning the reason for lack of sidewalks in north Boulder
Comments about responsibility for clean-up of wheelchair ramps in sidewalks
getting clogged with debris and stagnant water that cause backup.
Questions on planning affected by increase in utility rates, is that factored into
capacity design.
Discussions regarding Tier 1 projects not completed yet prior to the flood event
Comments on WRAB reviewing final draft of the master plans later this year for
comment and approval.
Agenda Item 8 – Future Schedule [8:43 p.m.]
Upcoming meetings will consist of information items such as the following:
December meeting scheduled for 12/21, propose change to 12/14.
January and February align with federal holidays, date changes coming
New councilmembers following election, retreat in January – WRAB retreat proposed for
November
Utility rate and Bear Creek items pushed back in the upcoming schedule

There being no further business to come before the Board at this time, by motion regularly adopted, t he
meeting was adjourned at 8:48 p.m.
