Look forward to seeing you all there! - Joni P. 4 Minutes, item 10B Please add "and control" after "greatest flexibility" in the first sentence. P. 10 Distribution of Information Policy I don’t think this policy is ready for prime time. Personally, I think it's difficult to develop a policy about BPL’s role in distributing community information without including a discussion about community bulletin boards, an issue that has surfaced several times in Commission meetings over the last two years (channelling Anne Sawyer here :). I realize that there are major resource implications involved with establishing and maintaining some kind of community information resource, and library staff may not want to take that on. However, the library does have a role in this arena: if we don’t want to see the library as the primary repository for community information, then the appropriate role at this time may be to act as a catalyst in the discussion about who/which organization does play that role (i.e., the CVB and/or other departments engaged in “activating” the Civic Area spaces?). What is the base concern driving this policy? Is it library/City endorsement of events, or limited space to display community information? If the concern is over endorsements, I think more thought should go into what kinds of activities BPL/City do and do not want to endorse, with the rationale for distinguishing among activities (and some criteria) provided in the policy. As written, the policy provides no protection for BPL against a charge of discrimination should the library decline to distribute specific materials. If the concern is space, then the discussion should be focused around facility, technology, community outreach and resources to keep information current. BTW, I think this is a good area to start thinking about the library as a "connector," rather than just a "provider" of information. In addition to describing what kinds of information BPL won't carry, I think it's important to offer some guidelines on where people can go to get more complete information about events, activities, tourist attractions, etc., that are not available through the library. Providing people access to a broad array of information about what is going on in the community is a fundamental role that libraries have played for a very long time. Rather than restricting access to this information because of "space" (or resource) concerns, I think we should be looking at facilitating people's access to this information - albeit not necessarily in the libraries themselves. See my questions and concerns about specific language below. What does "commercial services or classes" mean? SBDC is a form of commercial operation, as is the DBI art movie venue. Some of BPL's partners will also be "commercial" ventures, and marketing their activities through BPL is part of the partnership. Parks and Recreation's catalog of classes is also commercial, both in charging fees and in providing opportunities for local business people to promote themselves through classes. I doubt that BPL will stop carrying the P&R catalog :) This sounds like a reversion to the old "for profit/not-for-profit," "free/fee" language that we have discarded in other policies, because those distinctions no longer offer a bright line to distinguish among different kinds of activities. What types of activities is the City/library staff trying to avoid promoting? I think that a clearer description of those activities is needed, as well as a better understanding of why those activities are LC Handouts1August 2015 Teter on Library Commission August 2015 Packet not appropriate for distribution by the library. Why is the exception for major events outside Boulder County limited to "arts?" "Cultural events" seems like a more appropriate umbrella, given the library's mission. Again, what kinds of events is staff trying to avoid promoting? What criteria will staff use in deciding what to distribute and what not to distribute.There are so many events/activities occurring in Boulder County already, if we add the exception "major events" outside Boulder County, BPL could quickly be overrun by materials. I don't think that this approach provides much help in addressing those concerns. P. 13 BPL Master Plan process We've discussed several other master planning processes that are underway concurrently with BPL's. These other planning processes have potential to impact library services and facilities and vice versa. How do the schedules for these other activities line up with the BPL master plan calendar? How is communication among these plans to be handled? Are there critical decision points that we should be aware of in all of these plans? I think these interlocking activities should be displayed on our timeline so we stay mindful of them. Community Cultural Plan Human Services Master Plan update Civic Area Plan Boulder Valley Comprehensive Plan update P. 17 Additional stakeholder groups to consider: Naropa University Chamber of Commerce/DBI High tech community Scientific community? Demographic representation: by age (millenials as well as seniors), ethnicity Families (a major target of BPL programs) Literacy program participants/stakeholders (adult, early and Latino) P. 18, Commission memo, calendar Let's be sure to review dates the associated with Foundation grants laid out in this timeline against the new timeline/milestones proposed for the BLF budgeting process. P. 27 Commish job description Tim and Alicia - thanks for whittling these materials down to size! Some suggestions: We should probably embed a link to Charter section 90 as the base description of the commissioner’s role. Should we also provide a list/summary of those duties? : Policy Master Plan Budget Administer library gifts Library services Library facilities Annual report Represent BPL to community and reverse Need to include language describing the Foundation’s relationship to BPL, and commissioners' roles with respect to the Foundation. The Foundation has been the primary sponsor of Boulder Library’s programs for over 40 years. Two Library Commission members are selected each year to serve as Foundation board members (generally on a rotating basis). Because BLF is a working Board, active participation in BLF meetings and committee activities is expected. Commissioners and Foundation Board members work together to maintain positive working relationships among funders, staff and volunteers. http://boulderlibraryfoundation.org/ For the section on commissioner’s role, I’d recommend re-ordering and : Good communication skills. Functions well in committees, group discussions, public events. Ability to assess information and make important decisions. Reads distributed materials before each meeting. Schedule permits participation in monthly My rationale for changes to the last bullet: realistically, serving on Commission involves more than just the monthly meetings, so I think we should set an appropriate expectation. Examples of other time commitments based on my experience include: Foundation meetings, agenda planning meetings, participation in special library events (including fundraisers), participation in occasional cross-department City meetings, and community meetings. Maybe we should set an expectation of hours people should expect to spend (average monthly) based on collective experience? The library plans were...disappointing. Not much there there, relative to Boulder's much more extensive master planning processes. I looked at the master plans done by other Boulder Departments, and at the "general information about master planning" link and saw several things that I thought might be helpful to our process. The framework used for the 2012 Fire & Rescue might be worth considering. This plan is built around City's Comprehensive Plan/Sustainability Strategy, which drives the City's (relatively new) priority-based budget process. Comp Plan categories: Safety and Community Well-Being, Community Character, Mobility, Energy, Natural Environment, Economic Vitality, and Good Governance. 1 LC Handouts7August 2015 This Comp PLan-based approach also offers potential to see opportunities for synergy/collaboration between BPL, other City departments/services and potential community partners. When reviewing master plans and planning documents created in other contexts, I looked for opportunities to piggy-back on work that has already been done, thus reducing workload/costs for BPL. The 2013 Economic Sustainability Strategy looked like a helpful source in this regard. The SBDC, Maker Spaces and some of BPL's programming have direct links with Boulder's economy; exploring those linkages and linking them to the ESS through BPL Master Plan seems like a good strategy. There is a City-maintained on-line tool for use in public outreach activities: Inspire Boulder http://www.inspireboulder.com/ I thought there were a number of opportunities to synergize with work already done for the 2014 Parks and Recreation Master Plan. I think PR and BPL are more closely aligned with respect to delivery of their services than most other City departments: Both departments are built around delivery of customer services (vs. regulation and enforcement). The services offered by BPL and PR are discretionary (vs. fire, police, utilities). Most people within the Boulder community have other options to access services provided by BPL and PR; services provided by these departments must be competitive with private offerings. For many of the disadvantaged populations within the Boulder community, the free/low-cost services offered by BPL and PR are the only options available. In looking at the work done by PR in developing their recently adopted Master Plan, I thought the following documents looked especially interesting. Is there data in these documents that would be equally applicable to library services (e.g., community data)? Are there partnership opportunities with PR (beyond the Civic Area partnership already under development)? Background documents similar to what is planned for BPL. I may not be reading this right, though, so I'm hoping that some of you with closer experience with this document can have a close look prior to the meeting.
