I have a couple of questions /comments in this draft: Packet p. 47, CA plan p. 25 Is the language in the first sentence ( below) about proposed renovation of interior library spaces a typo? The header identifies the location as the south side - think we just renovated that...:) "Library South: Closely coordinate the proposed renovation and reconfiguration of the library's interior space with the redesign of Civic Park south of the creek to make it more kid and family friendly as well as a community destination and gathering place." Library North: In considering renovation/redevelopment of the north library site, I think it's important to consider the pedestrian connection west, across (under) 9th street along the creek path. The park area immediately west of 9th has potential to serve as an outdoor performance space. From an access standpoint, the courthouse complex at 6th should also be kept in mind as a connection point to downtown and the civic area. Packet p. 51, CA plan p.33 In the discussion of the performing arts facility, the plan states: "The next step is to complete a comprehensive business plan for a performing arts facility." I don't see the "comprehensive business plan for a performing arts facility" identified anywhere in the CA plan's section on implementation. There is also no discussion of analyses needed to determine how programming of the civic area spaces will be handled (city, partnerships, contracted, etc.) - beyond a rather vague reference to "collaborating with appropriate partners" (p. 38). The activities listed in the implementation section right now are focused only on site planning. It would be good to list out the actions required for business and operational planning as well. It would be ideal to work towards an O &M plan for the CA, to complement the site plan. And what happened to the idea of coming up with a jazzier name than "Civic Area" (yawn). Maybe a naming contest could generate positive community energy around the redevelopment? Packet p. 59, Library Master Plan In my experience, scoping is the most critical phase of a master plan. One of the outcomes for the 1st phase should be a clearly articulated scope (what's included, what's not) to mitigate against "scope creep" as we move through the process. I think the biggest questions in this regard will be: What library- related issues won't we consider in this update? (I'm thinking there will be a long wish list.) How will the programming component of the library plan interface with the cultural arts master plan/Arts Commission and the ongoing CA planning process? Identifying a broad group of stakeholders during the scoping phase can be very helpful in defining scope and building community buy -in - hopefully avoiding re -work later in the process. Will the expanded collaboration/collection planning among libraries in the Front Range network be considered as part of the master plan? Packet p. 60 - Library Master Plan Other stakeholders to consider: Tech/maker community reps? Small biz folks? Schools? Literacy - related stakeholders? Library programming partners? Should we include a discussion about potential collaboration with Highland City Club and the "Institute" idea? How do we identify stakeholders among traditional /library patron groups - readers of books (genres, ages); magazines, newspaper; borrowers of music, videos... Thanks!
