10-28 9-23 Draft Minutes City of Boulder Parks and Recreation Advisory Board Valmont Bike Park Platt Farmhouse Airport and Valmont Roads September 23, 2013 Summary Meeting Minutes To listen to the Parks and Recreation Advisory Board meetings in their entirety, please go to the following link: www.boulderparks-rec.org Board Present: Rick Thayer, Mike Conroy, Michelle Estrella, Myriah Conroy, Kelly Wyatt, Mike Guzek, Marty Gorce Board Absent: none Staff Present: Kirk Kincannon, Jeff Dillon, Alice Guthrie, Sally Dieterich The meeting was called to order at 6:06 p.m. I. APPROVAL OF AGENDA The agenda was approved. II. FUTURE BOARD ITEMS AND TOURS Kincannon provided the following timeline update on future board items: 10/28/13 PRAB meeting – Pottery Lab RFP update 10/28/13 PRAB meeting – Park development and recreation programs updates 10/28/13 PRAB meeting – Flood update – department impact III. PUBLIC PARTICIPATION Public participation was opened. No one spoke. Public participation was closed. IV. CONSENT AGENDA A. Approval of minutes from August 26, 2013. Approval of minutes from August 26, 2013 was deferred to the October 28, 2013 PRAB meeting. B. Informational Items Due to the 2013 Boulder flood, Informational Items were deferred to the October 28, 2013 PRAB meeting. 1 V. ITEMS FOR ACTION There were no Items for Action. VI. ITEMS FOR DISCUSSION/INFORMATION A.Flood Update – Department Impact Dillon and Guthrie provided a brief timeline power point presentation of the flood event from the beginning on September 12, detailing damage to parks and recreation facilities. Dillon added the department is still in response mode and updates will be provided to PRAB at monthly meetings. B.E Bike Policy Kincannon said the City of Boulder Transportation Department, at city council’s direction, is reviewing a pilot program for electric assisted bicycles to be permitted to operate on roads and bike paths, but not on multi-use paths and sidewalks. City boards input has been requested, to be included in staff memos to city council. PRAB was generally in favor of the pilot program, having some reluctance with regard to the speed of e-bikes on bike paths. VII. MATTERS FROM THE DEPARTMENT There were no Matters from the Department. VIII. MATTERS FROM BOARD MEMBERS There were no Matters from Board Members. IX. NEXT BOARD MEETING: October 28, 2013 X.
