APPROVAL OF AGENDA The agenda was approved. II. FUTURE BOARD ITEMS AND TOURS Kincannon provided the following timeline update on future board items: 9/17/13 City Council meeting – Public hearing on the Parks and Recreation department master plan acceptance 9/23/13 PRAB meeting – E Bike policy pilot program 9/23/13 PRAB meeting - Smoking ban discussion – more detailed information 9/23/13 PRAB meeting – 2014 USA Cycling Cyclocross Nationals update 9/23/13 PRAB meeting – Valmont City Park south planning process update III. PUBLIC PARTICIPATION Public participation was opened. No one spoke. Public participation was closed. IV. CONSENT AGENDA A. Approval of minutes from July 22, 2013. . The minutes from July 22, 2013 were approved as written 1 B. Informational Items The Park Development, Pottery Lab RFP and 2013 department master plan updates were approved as written. V. ITEMS FOR ACTION There were no Items for Action. VI. ITEMS FOR DISCUSSION/INFORMATION A.North Boulder Park Art Dillon provided a brief summary of this item: Artists and representatives have formed a new committee for fund raising Approval to move forward has been received from the artist’s council Staff is planning and re-designing North Boulder Park – completed site survey identified three major public utilities below the public art site Potential new sites will be evaluated City of Boulder new public art policy is now in effect - Boulder Cycling Monument project will fall within guidelines of the new policy Art selection panel will be established per section VI-D-1 of new public art policy Panel will review and provide a recommendation Arts Commission and PRAB will review Decision to be provided by the city manager VII. MATTERS FROM THE DEPARTMENT A.No Smoking Ordinance – Parks/Civic Areas/Bike Paths/Bus Stops Kincannon stated that through the work plan, city council has asked the department to research drafting a no smoking ordinance to include additional locations, such as open space, a larger portion of the downtown area (not just the municipal campus and Pearl Street mall), include key bike paths and places where people linger. The mayor requested that an ordinance be presented to city council with these locations, adjacent to outside patios, sidewalks, the University Hill area and areas east of downtown. He also said the process should include presentation to appropriate city boards. Council has requested the ordinance be presented to them by the fourth quarter 2013. This item will return to PRAB in September. . B.Boulder Reservoir July 4, 2013 Event Report Guthrie provided a brief summary update on this item: Event was successful – changes positive Attendance significantly less than 2012 Numerous free programs provided Live music provided with DJ No impacts to Valhalla neighborhood Alcohol consumption limited to on-site beer garden Increased communication 2 Lower revenues due to decreased attendance and addition of programs For 2014 staff will evaluate continuing limiting alcohol possession, increasing family activities, staffing levels and fee options C.PLAY Boulder Foundation Update Proposal for the PLAY Foundation: Appoint five members Have some PRAB members on the foundation Form subcommittee with PRAB VIII. MATTERS FROM BOARD MEMBERS There were no Matters from Board Members. IX. NEXT BOARD MEETING: September 23, 2013 X.
