SUMMARY In2012,theCityofBoulderwasawardedaCertifiedLocalGovernmentgrantto developaHistoricPreservationPlan.WorkcommencedinDecember2012andis anticipatedtowrapupinAugustof2013.Thegoalofthisinitiativeistoestablisha longtermvisionforhistoricpreservationinBoulder,tosetprioritiesandidentify specificstrategiesforachievingtheidentifiedgoalsandobjectivesoftheplan. Theworktodateondevelopmentoftheplanincludesaprogramassessment,a comparisontootherhistoricpreservationprograms,acustomersurveyofapplicants, publicandLandmarksBoardmeetings,stakeholdergroupmeetings,ajointCity CouncilandLandmarksBoardStudySession,aPlanningBoardmeeting,andaforum hostedbyPLANBoulder. OnJan.16,2013theLandmarksBoardandstaffheldapublicmeetingtointroducethe project,gatherinputonthecurrentprogram,anddevelopgoalsandobjectivesforthe 30membersofthepublicattendedthemeeting.Immediately plan.Approximately followingthepublicmeeting,theLandmarksBoardheldameetingtoreviewthepublic input,discussthecurrentprogram,andformulatepotentialgoalsandobjectivesforthe plan. OnFeb.12,2013theCityCouncilandtheLandmarksBoarddiscussedthehistoric preservationplanatajointStudySession.Afterabriefintroductionbystaffandthe consultant,councilandtheLandmarksBoarddiscussedtheworktodate,keyissues, goalsandobjectivesandproposedstepsandtimelineforthecompletionoftheplan. 2 OnFeb.19,2013thestaffandHistoricBoulder,Inc.hostedastakeholdermeetingto gatherfeedback.ThequestionsaskedoftheLandmarksBoardandtheCityCouncil providedaframeworkforthediscussion. OnApril4,2013PlanningBoarddiscussedthedevelopmentoftheHistoric PreservationPlan.Theboardwasaskedtocommentontheworktodateandidentify keyissuesrelatedtolanduseandpotentialgoalsandobjectives. OnApril23,2013staffandHistoricBoulder,Inc.hostedastakeholdermeetingto developthepreliminaryGoalsandObjectivesoftheplan.Posterswereusedtoaidin thediscussionandprioritizationofGoalsandObjectives. OnApril26,2013staffandboardmembersparticipatedinaforumonthehistoric th preservationplanhostedbyPLANBoulder. OnMay1,2013theLandmarksBoardandstaffheldapublicmeetingtofurtherdevelop preliminaryGoalsandObjectivesoftheplan.Approximately10membersofthepublic attendedthemeeting.Immediatelyfollowingthepublicmeeting,theLandmarksBoard heldameetingtoreviewthepublicinputanddiscussthepreliminarygoalsand objectivesoftheplan. REFINEDGOALSANDOBJECTIVES Considerableinputfromthepublic,stakeholdergroup,LandmarksBoard,Planning BoardandCityCouncilhaveinformedtheGoalsandObjectivesbelow.Generally,they aspiretobalanceproactiveandreactiveactivitiesofthehistoricpreservationprogram. Theyrepresentthebasisoftheplanthatwillguidethehistoricpreservationprogram intothefuture.Craftingandprioritizingactionitemswillestablishpracticalwaysto achievethesegoals. HistoricResourceProtection IndividualLandmarkandHistoricDistrictdesignation,andtheresultingdesignreview process,aretheprimarymeansofprotecting˜ž•Ž›Ȃœhistoric,architectural,and environmentalsenseofplace.Therefore,itiscrucialtocontinuetodesignateresources thatarearchitecturally,historically,and/orenvironmentallyimportantto˜ž•Ž›Ȃœ history.CareshouldbetakentomaketheŒ’¢Ȃœdesignationprogramrepresentativeof itsoveralldevelopmentpatterns,includingpropertiesrepresentativeofallclassesand functions.Itwillbeimportanttoupdateandmakeavailableexistingsurveyrecordsto reflectchangingconditionsandtoreviewassessmentforeligibility. Specificrecommendationsinclude: Identifyandprioritizeunderrepresentedresourcestoensuretheprotectionof ˜ž•Ž›Ȃœoveralldevelopmentpatterns.Thismayincludedevelopinghistoric contextsandresurveyingresourcesassociatedwithAfricanAmericanand Hispanichistory,andsignificantbuildingsoftherecentpast. Identifyandprioritizethedesignationofcityownedbuildingsthatare eligibleforlandmarkdesignation(BVCP). Updateexistingsurveyrecordstoensurecurrenteligibilityassessments (BVCP). Resurveyareaswheresignificantchangehasoccurred,identifiedpotential areaswheresurveyhasnotoccurred,areasparticularlyvulnerableto 5 inappropriatedevelopment,andunderrepresentedresourcesandareasof thecity. EducationandCommunityCollaboration criticalforastrongandsuccessfulhistoricpreservation Communitysupportis program.TheLandmarksBoardandstaffshouldworkcollaborativelywithproperty owners,residentsandorganizationssuchasHistoricBoulder,Inc.toadvancehistoric preservation.Clear,accessibleinformationshouldbeprovidedtohelpclarifythe reviewprocesses,andtheLandmarksBoardandstaffshouldestablishthemselvesasa collaborativeresourceforpropertyownersandothersinterestedinhistoric preservationinBoulder. Specificrecommendationsinclude: StrengthenpartnershipswithHistoricBoulder,Incandotherlocal organizationstofosterhistoricpreservation. Establishneighborhoodliaisonstostrengthencommunicationand collaborationbetweenpropertyownersandthecity.Liaisonsmayactasthe pointofcontactforneighborsinterestedinlearningabouthistoric preservationandtheorganizationofcommunityoutreachevents. Senddesignguidelinesandotherinformationtorealtorsandnewownersof landmarkedpropertiesandthoselocatedinahistoricdistrict. Utilizethewebsitetoprovideclearandeasilyaccessibleinformation regardingreviewprocesses,designguidelinesandincentiveprograms. ProgramOperation Itisimportanttocontinuallyimprovethecurrentprogramtoensureitisresponsiveto changingcircumstances,emergingissues,andcommunityneedsanddesires.Having clearandcurrentdesignguidelinesisacriticalaspectofasuccessfuldesignreview program.Waystomakethedemolitionreviewprocessclearerandmorepredictable shouldbeapriorityfortheBoulderhistoricpreservationprogram.Astheprogram continuestodevelop,andaftertheexistingprogramisimproved,additionalprogram initiativesshouldbeestablishedtoreflectcurrentpreservationissuesandprogram needs. 6 Specificrecommendationsinclude: Enhanceboardtrainingexpandinitialorientationprogramfornewmembers aswellaspursueongoingtrainingopportunities. Reassessthedemolition˜›’—Š—ŒŽȂœeffectivenessinpreservingsignificant buildings. Exploreinnovativeoptionsfortherecognitionandprotectionofpostwar buildingsandneighborhoods. Considercreatinganarcheologicalprogramthatidentifies,designates,and protectshistoricandprehistoricarcheologicalresources.(BVCP) EstablishaprocesstofollowuponLandmarkAlterationCertificatesto ensurecompliancewiththedesignguidelinesandconsistentenforcement policies. Developadisasterresponseplanforthehistoricpreservationprogram. Explorewaystomakereviewsprocessesmoreefficienti.e.allowingincreased administrativereviewofminoralterations. Incentives Financialandotherincentiveshelpencouragethepreservationof˜ž•Ž›Ȃœhistoric resources.Financialincentivesprovideassistancetopropertyownerstorestoreor rehabilitatetheirhistoricbuildings.Possibleoptionsfornewhistoricpreservation incentivesinBoulderincludelowornointerestloans,increasestoexistingfeewaivers, andproceedsfromaspecializedtax(likeLouisvillehasimplemented).Special incentivesshouldbeavailableformakinghistoricbuildingsmoreenergyefficientwhile retaininghistoricmaterials. Specificrecommendationsinclude: Publicizeexistingincentives.(BVCP) Considerinitiatingnewfinancial(suchasalowinterestgrantorloan program)andhonoraryincentives. EvaluatethecurrentGreenpointsprogramtoensureintegrationbetweenthe Œ’¢Ȃœsustainabilityandhistoricpreservationgoals. Recognizeprojectsthateffectivelyintegratehistoricpreservationand sustainability. 7 NEXTSTEPS TheschedulebelowdetailsthenextstepsforthepreparationoftheHistoric PreservationPlan.TheColoradoOfficeofArchaeologyandHistoricPreservationhas grantedanextensiontotherequireddeadlinesuntiltheendofAugust.Thefeedback gatheredattheJunepublic,stakeholderandLandmarksBoardmeetingswillbe incorporatedintothedraftplan.InJuly,theLandmarksBoard,publicandstakeholder groupswillhaveanopportunitytoreviewandcommentonthedraftHistoric PreservationPlan.ItisanticipatedthatthedraftPlanwillbereviewedbytheCity willbeheldinSeptemberforthereview CouncilinearlyAugust.Apublicopenhouse oftheproposedHistoricPreservationPlan.Aftertheplanisaccepted,itisanticipated tobeadynamicdocumentthatisrevisitedonanannualbasistoguidethefutureofthe programandinformworkprogrampriorities.Theproposedplanwillincludean implementationplanthatidentifiestheproposedpriorityandtimingofactionsto implementtheplan.
