05.01.13 LB Minutes - DRAFT CITY OF BOULDER LANDMARKS BOARD May 1, 2013 1777 Broadway, City Council Chambers 7:30 p.m. The following are the summary minutes of the May 1, 2013 City of Boulder Landmarks Board meeting. Snobeck The roll having been called, Acting Chair declared a quorum at 7.38 p.m. and the following business was conducted. 2.DISCUSSION ON THE DEVELOPMENT OF A HISTORIC PRESERVATION PLAN, INCLUDING COMMENTS ON THE CURRENT PROGRAM AND DISCUSSION OF GOALS AND OBJECTIVES OF THE PLAN. ȱ Susan Richstone, Deputy Director of Community Planning & Sustainability, City of Boulder, commented on the use goals and objectives in a plan and items to think about when reviewing this plan. s Historic Preservation Program 1)Establish a long- preservation program. Good Mission Statement. Aligns with historic preservation ordinance. 1 This is a high level mission statement, which should include proactive verbiage with goals of looking forward. First bullet is great; perhaps modify to ensure that all three adjectives are of Equal importance. Should the board have the power to determine what is significant? At some point the entire city will be 50 years. Create a plan looking forward as to what the city will look in 30, 40, 50 years. Collaboration between historic preservation and planning; rules are too neutral going into meetings with the public Try to show that historic preservation is not trying to save the entire city. 2)Increase Public Outreach and Education This goal should be the TOP priority. Start more workshops and festivals to include hands on activities that involve the public. There should be more proactive engagement with the community. Piggy back on other city activities. Know your audience. Are they interested or are they just there as a requirement? Be a repository for several items; i.e. create webinars on the top 5 issues. Create a better website to include videos, workshops, tours and the top 5 issues. 3)Foster Community Support for Historic Preservation This goal has quite a bit of overlap from goals 2 and 3. verbiage as some ideas seem a little one-way. Communication should be a two-way street: interact/engage- i.e. annual meetings with historic district residents (provide opportunity for open dialogue and hold meetings elsewhere). Implementation Plan: Booths, workshop demonstrations (like Greeley), two-way communication, and go to the neighborhoods; piggyback on other city events. Raise the idea of the program by advertizing program more and becoming part of the neighborhood. Staff should interact with neighborhoods on a semi/annual basis. Perhaps branch out to have monthly LB Meeting in other public areas. 4)Ensure Clear, Predictable and Consistent Review Processes Remove the wording in italics as it seems one sided and negative.  Still needs consideration but reworded to show what we are trying to R achieve.  Create windows matrix to help public/board ease through process and perhaps even apply  to guidelines  .  Discussions with owners in historic districts on remaking of design guidelines. Regular meeting with residents in historic districtsto continueand foster dialogue--- reat owners and stewards of the structures NOT renters of city property (Include this as  a point in Section 1).  Guidelines seems as outdated HOAs (Current residents have NO connection). 2 Explore enforcement procedures in More implementation of enforcement needed. other communities.   5)Continue to Emphasize the Relationship Between Sustainability and Historic Preservation This section has quite a bit of overlap from other goals.  Promote and reward for sustainability (i.e. keeping instead of replacing).  It might be nice to increase Green Points for keeping historic building.  Address more stringent 2012 Building Code Requirements. (In the Title of goal). It would be nice to have energy models of average size historic home. 6)Foster a Dynamic Historic Preservation Program The title is redundant title. Suggestion: Chaupport for a Dynamic Historic Preservation Program. Emphasis on who should be supporting the Historic Preservation Board/Program. Define third bullet point; i.e. the support for the program not the board. This section is not the strongest; it might be wise to merge main ideas into first goal. 7)Offer Additional Incentives to Encourage the Preservation of Historic Buildings We need to promote and publicize the current and existing incentives. Should there be subsidizing for improving? Perhaps through City funds using buffer funds or loans?
