The Boulder Parks and Recreation Department (BPRD) would like to update the Human Relations
The 2006 Park and
Commission on progress to date on the department’s Master Plan Update.
Recreation Master Plan is being updated to reflect current and emerging trends including aging
facilities, change in program and services needs, changing demographics, increased inactivity and
connection to nature by youth, and advances in technology. The updated master plan is being
structured within the context of the City’s Sustainability Framework that reflects the Boulder
Valley Comprehensive Plan and the city approach to Priority Based Budgeting. The master plan is
intended to guide the Boulder Parks and Recreation Department (BPRD) for the next five years in
addressing the delivery of park and recreation services in a manner that meets the community’s
service standards and sustainability goals.
The process includes three phases of work: background research, a community needs assessment and
action plan development. A detailed project timeline is included in Attachment A.
Public engagement is a critical component in every phase of the process, and to date public
engagement efforts have included stakeholder interviews, a community mail survey, Parks and
Recreation Advisory Board engagement, public issues workshops, and online information sharing
and feedback collection. More information on the methodology of the outreach can be found in
Attachment B-Summary of Public Engagement. The community survey findings are included as
Attachment C.
BPRD is including the Human Relations Commission in our process as part of our community
engagement efforts. The department is hoping to reach all levels of the community and welcomes
any feedback on opportunities for involving the community as the master plan update continues.

AcriticalcomponentoftheBoulderParksandRecreationMasterPlanUpdateis
effectivepublicengagement.Theimportanceofpublicinvolvementinthemasterplan
processcannotbeunderestimated,andisabsolutelynecessaryiftheplanisto
effectivelydelivercommunityorientedparkandrecreationservicestoresidents.
Overall,thepublicprocessmustbebalanced,open,andcollaborativeandasaresultwill
buildcommunitywidetrustintheplanandtheprocess.Theprocessisdeveloped
carefullyinordertocreateanoutcomethatwillsecuresupportfor,andapprovalof,the
MasterPlanbyCityCouncil,advisorygroups,citymanagement,departmentstaff,and
thediverseusergroupsoftheparkandrecreationdepartmentservices.
TheEppleyInstituteforParksandPublicLands(Eppley)providestheleadroleinthe
publicengagementportionoftheMasterPlan,usingwellestablishedstrategiesthat
haveahistoryofsuccessinpublicforums.ThepublicinvolvementinBouldertodatehas
includedthefollowingstrategies:

aconceptwhichrecognizesthatnosinglepublicengagementstrategywillaccurately
reflectthetruepreferencesofanentirecommunity.Repeatedlyaskingthesameor
similarquestionsinavarietyofforumsandthencomparingtheanswerscanidentify
commonthemesandissues.Thiscombinationofmethodologyresultsinathorough
understandingofthegeneralƉƵďůŝĐ͛Ɛviews,whichcanthenbeincorporatedintothe
MasterPlan.
Staff,alsohaveanimportantroleintheprocess.ThedepartmentcreatedaTechnical
AdvisoryGroup(TAG)thatiscomprisedofpersonnelchargedwithreviewingresearch
anddataandmilestonedocumentsforaccuracy.Inaddition,departmentstaffandthe
projectteamconductstudysessionswiththeParksandRecreationAdvisoryBoard
(PRAB)togaintheirinsightandadviceonkeyissuesoftheMasterPlan.

usingqualitativedataanalysismethodstoidentifyrecurringthemesandearlyemerging
trends.
Stakeholdersareindividualswhorepresentthecommunityasaresultoftheirposition,
involvement,interest,oridentityinthecommunity.Thestakeholdersofacommunity
generallyrepresentacrosssectionofthecommunityandareinterviewedinorderto
obtainasenseofoverallpublicopinion.
MeetingswithCitystaffandcommunityrepresentativestookplaceatBPRD
AdministrativeOfficesduringtheweekofJanuary30,2012.Appointmentswere
scheduledbyBPRDstaff,conductedbyEppleystaffinprivatewiththestakeholders,and
typicallylastedonehour.Stakeholderswereassuredofconfidentiality.
