PRESENTER/S Open Space and Mountain Parks MichaelPatton, Director Doug Newcomb, Property Agent EXECUTIVE SUMMARY The Granite Investors parcel and the neighboringOpal Investors property have been on the Open Attachment A Space and Mountain Parks (OSMP)acquisition target list since 1995. Please see , a vicinity map of the parcels. Last year, Colorado Department of Transportation(CDOT) identified the 24-acre GraniteInvestors parcel as thepreferred property to use for non-wetland mitigation required Attachment B by the US 36 Bikeway project. Please see , a detailedmap of the Granite and Opal parcels. The city and CDOT jointly negotiated the purchase of both the Granite and Opal properties for a total price of $1,800,000 with the understanding that CDOT would pay the $1,300,000 price for the Granite parcelandthe city would pay the $500,000 price for the Opal parcel. The city will immediately taketitle to both parcels. The Granite parcel will temporarily be subject to the development by CDOT of habitat for the Ute ladies’ tresses orchid and the Prebles’ meadow jumping mouse. STAFF RECOMMENDATION Staff recommends that the Open Space Board of Trustees approve a motion recommending that the Boulder City Council approve the purchase of the 29.3acres known as the Granite and Opal parcels generally located at 5770 Baseline Rd.for $500,000 for Open Space and Mountain Parks’purposes. An additional $5,000 from acquisition funds is recommended to be used for immediate needs. COMMUNITY SUSTAINABILITY ASSESSMENTS AND IMPACTS Economic –Minor negative economic impacts on the business community will result from the elimination of two residential building sites located in Boulder County.
