North Boulder Arts District Presentation Maginnis reviewed details of Colorado's creative districts initiative. Coleman presented information for the proposed North Boulder Arts District, mentioning that an application for recognition of the district would be presented to City Council in 2014. Moss and Turbiak agreed to form an ad hoc committee to work on the criteria for potential arts district policy for the City of Boulder with the NoBo organization (with appropriate City staff in the loop). Pros and cons of inclusion of the Holiday Drive-in area in the boundaries of the potential district were discussed. Salim motioned to form the ad hoc committee described previously noting a goal timeline of mid-May for presenting the criteria; Haertling seconded and the motion passed unanimously. Boulder Count Arts Alliance The commission discussed the proposals provided for potential collaboration between the BAC and BCAA on the two programs Boulder County Arts Leadership Forum and the Business of Arts Workshop in 2013. After reviewing the details with LaSasso, no motion to approve funding was made for either program. Macky Auditorium Rental Request A request from the Boulder Philharmonic Orchestra was reviewed. Salim motioned to approve; Moss seconded and the motion passed unanimously. Discussion Items Turbiak reviewed a message he'd received from local theater company producer Tammy Meneghini noting the inability of her organization to pursue grant funding from the BAC due to the timing of their production (January 2, 2014) in relation to the deadlines of grant categories. After discussion of the issue, Salim motioned to allow projects awarded Theater Rental, Arts in Education and Mini-Grant funds in the October (or third) round of a given year to take place in the subsequent year. Turbiak motioned to amend this to allow that these projects could take place after the end of the year but must complete before the new year's grant cycle" (typically February for these three categories). Haertling seconded and the motion carried unanimously. Maginnis introduced the topic of assessment of all grant categories including the concepts of the online grant process, arts disciplines/grants and new grants. Mallett reviewed a series of questions to be considered for each category: 1) purpose of grant 2) what works well 3) what doesn't work well 4) what should grant awards be 5) application criteria 6) timing of grant cycles 7) grant reporting. The commissioners voiced ideas in relation to these concepts with Mallett recording notes until adjournment at 8:30 p.m. As not all categories had been addressed by this time, it was agreed that the discussion would resume at the April 17 BAC meeting. Maginnis and Mallett voiced their plan to compile all notes into a usable form for the commissioners once the exercise was completed. Adiournment The meeting was a 'ourned at 8:30 p.m. 41) ? [A?
